In April 2024, the Domestic Violence Intervention Court (DVIC) Pilot Program was launched at the 19th Judicial District Court with a goal to reduce domestic violence recidivism, increase victim safety, and provide treatment and accountability for offenders. This specialty court is a pilot program created in collaboration with the East Baton Rouge District Attorney’s Office, the Office of the Public Defender, Louisiana Department of Corrections – Probation & Parole, East Baton Rouge Criminal Justice Coordinating Council (CJCC), YWCA, and Brandon P. Romano, Psy.D. & Associates. The Domestic Violence Intervention Court operates under presiding Judge Tiffany Foxworth-Roberts.
One of the key components of the DVIC program is the adoption of the Duluth Model which follows a 27- week Domestic Violence Intervention Course that is administered by a licensed clinical psychologist. Through this intensive program the Court aims to provide lasting change by working with participants to better understand the dynamics of abuse, provide accountability for their actions, and work to develop healthier behaviors and relationships.
Due to the complex nature of domestic violence and the potential connections to substance abuse or mental health issues, the Court hopes that by the treating the underlying factors their participation in DVIC will result in the reduction of re-offending and long-term rehabilitation.
Probation & Supervision
Probation is overseen by the Court and the Louisiana Department of Corrections. Supervision includes:
Weekly check-ins with the probation officer
Random drug testing
Unannounced home visits and searches
GPS monitoring (to assist in victim safety)
Authority to detain participants for violations
Participation Criteria
Although opting into DVIC is optional, once committed to the program participants must:
Commit to 12-18 months of participation (progress-based)
Communicate weekly with a Case Navigator
Attend and complete the Domestic Violence Offender Program
Participate in individual or group counseling as required
Complete parenting classes (if applicable)
Undergo substance abuse evaluation and treatment if ordered
Maintain employment and/or schooling
Attend monthly court hearings
Follow all probation conditions under Louisiana law
Failure to comply may result in sanctions, removal from the program, or revocation of probation.
Victim Support
The Domestic Violence Intervention Court Pilot Program aims to support victims and children through partnerships with the YWCA of Greater Baton Rouge and National Network for Safe Communities. Support includes, but is not limited to, Court liaison assistance, relocation support, counseling and therapy services, and protective orders. The 19th Judicial District Court believe that through this effort with community partners victims can be empowered to create a safer and more secure future for themselves and their families.
