The 19th Judicial District Court is proud to announce a new initiative that expands access to justice for victims of domestic violence, abuse, and stalking. Beginning this month, residents of East Baton Rouge Parish may file for protective orders at any of the parish’s 15 public library branches.
Bringing the Courthouse to the Community
This program was developed to ensure that individuals in crisis can seek protection beyond traditional courthouse hours. By partnering with the East Baton Rouge Parish Library System and the Clerk of Court, the 19th JDC has created secure access points throughout the parish where protective order applications can be submitted quickly and safely.
Once filed, requests are transmitted directly to the court. Judges and commissioners are committed to reviewing and signing qualifying temporary protective orders within approximately one hour. These orders remain in effect until a formal hearing is held.
A Safer, More Accessible Process
The courthouse can be an intimidating environment for victims and their families. By offering library-based filing, the court provides a more welcoming and accessible setting. Trained library staff are available to guide residents through the filing process, ensuring that help is available when it is needed most — including evenings, weekends, and holidays.
Collaboration and Support
This initiative reflects the combined efforts of the 19th JDC, the Clerk of Court, the East Baton Rouge Parish Library System, and numerous community partners, including the YWCA of Greater Baton Rouge, the Louisiana Coalition Against Domestic Violence, IRIS Domestic Violence Center, Faith to Flee, and Family Services of Greater Baton Rouge.
Community leaders and advocates have described the program as a “lifeline” for victims and survivors. The court is also working to expand access points to local colleges and universities, further extending the reach of this service.
Commitment to Access and Trust
The 19th Judicial District Court remains committed to building trust with the community by making the justice system more responsive and user-friendly. While the court cannot change the circumstances that bring individuals to seek protection, it can change the way access to justice is delivered.
Through this initiative, the court reaffirms its mission: to serve the people of East Baton Rouge Parish with fairness, compassion, and accessibility.
