Bettering the Bench

In 2024, the National Center for State Courts (NCSC) conducted a study of the 19th Judicial District Court’s operational protocols and case flow management systems. Information was gathered from judicial officers, court personnel, legal practitioners, and other relevant stakeholders to ascertain how the Court can better serve the public. With the gathered data, the NCSC generated a report, which identified areas for improvement and made actionable recommendations for future implementation. The Court has taken heed of the NCSC’s findings and made continued strides in applying the enhancement model.

Examples of improvements to the Civil bench consist of the following:

  • The strengthening of collaborations with the public and interwoven entities.

  • The institution of more court staff training.

  • The further development of technology resources such as electronic case management systems.

  • The development of a Complex Litigation Section.

Examples of improvements to the Criminal bench include:

  • The establishment of a Court Intervention Program that includes a new Commissioners’ Court, Pretrial Services Program, Drug Lab, and several specialty courts.

  • The development of uniform procedures for first appearance or “call-out”.

  • An increase in outlets for case resolution by utilizing specialty court programs.

  • Continued collaboration with criminal justice stakeholders including the local CJCC.

The 19th JDC has made great strides in reshaping its approach to justice. Through the guidance of the NCSC, the court will continue to work towards improving the services delivered to the citizens of East Baton Rouge Parish.
